This error message may occur when you're not in Vietnam and install iOS, especially on iOS 16. You can restart your device, then go to Settings > Cellular to check whether the eSIM is on your device or not?
If it is already on your device, please do not delete it. When landing in Vietnam, and first get mobile signal in Vietnam, it will work. Just remember to send a text message as attached guide to activate the data plan.
